Abstract: With a catchy party slogan, ‘Modi Hain Toh Mumkin Hain’, the Modi regime re-entered for the second term in the government administration in 2019. Post-victory, Modi conceived another popular slogan, ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’ to stand out himself as an agent of development and transformation in the country. Concerning India’s trade policy, it witnessed a more or less similar form of negotiation in the WTO dispute, irrespective of change in government administration and ideology, before and during the Modi regime, yet a more hardliner approach was witnessed during the Modi regime. In this paper, we present major factors for India's choosing and strengthening the legitimacy of the old narrative of protectionism, defensive strategy, distributive strategy, and coalition efforts and argued with India's first approach to protect the domestic economy and prevent the concentration of surplus capital in the hands of few countries. Hitherto, India's negotiations within the context of WTO disputes all followed a market-cautionary approach given the existing prevalence of neo-colonialism and neo-imperialism, and are anticipated to continue in the future as international trade and security threats are aligned with each other.
