This paper makes a number of novel assertions. It starts off by saying that we should take a theoretical approach to HARMS (Human, Agents, Robots, Machines and Sensors) communication, even though it comes with a clear way to do it and why it's the best way to do it. It then goes on to explain why it's better to do it in natural language. It also insists on using a semantic approach to make sure all the agents involved understand what's going on and what's not. And finally, and perhaps most importantly, it suggests one specific way to do it, hinting a bit that some of the principles are inevitable.
