Abstract
Despite the remarkable quantitative expansion of India's higher education landscape over the past two decades—encompassing over a thousand universities and tens of thousands of colleges and standalone institutions—this growth masks deep structural inequities regarding access, quality, and regional distribution. This paper argues that establishing ‘Central People's Universities’—defined as publicly funded, Parliament-mandated, and community-centric institutions of higher learning—presents a vital strategic imperative for India's democratic, social, and economic advancement. Drawing upon extensive scholarship published across international, national, and regional journals, alongside critical insights from major national newspapers, this paper examines the conceptual framework of a ‘people's university’ and traces the historical evolution of central universities in India. It offers a critical appraisal of persistent deficiencies in geographic coverage, social equity, research output, faculty strength, funding adequacy, and institutional governance. Ultimately, the paper outlines a comprehensive, actionable policy framework aligned with the National Education Policy and United Nations Sustainable Development Goal 4, strongly advocating for the creation of at least one Central People's University in every aspirational district of India to inform and guide policymakers, educational administrators, civil society, and the international academic community.
