Abstract
The rapid advancement of information and communication technology has fundamentally transformed the social, educational, and entertainment landscape of modern societies. In India, the widespread availability of affordable smartphones, low-cost internet services, and digital streaming platforms has significantly increased the accessibility of online content among adolescents. Over the past decade, the country has experienced an unprecedented digital revolution, driven by initiatives promoting internet penetration, expansion of mobile networks, and the emergence of Over-the-Top (OTT) platforms such as Netflix, Amazon Prime Video, Disney+ Hotstar, JioCinema, SonyLIV, and various social media applications. While these technological developments have enhanced access to information, education, communication, and entertainment, they have simultaneously contributed to the growing phenomenon of digital addiction among teenagers. Excessive use of smartphones, prolonged engagement with social media platforms, online gaming, and binge-watching of web series have become increasingly common among adolescents, raising serious concerns regarding their mental, physical, emotional, educational, and social well-being. Mobile phone addiction and web series addiction represent emerging behavioural concerns that have attracted the attention of psychologists, educators, healthcare professionals, policymakers, and legal scholars worldwide. Adolescence is a critical stage of human development characterized by emotional sensitivity, identity formation, curiosity, and susceptibility to external influences. During this period, teenagers are particularly vulnerable to developing unhealthy digital habits due to the constant availability of online content and the persuasive design of digital platforms. Features such as autoplay mechanisms, algorithm-driven recommendations, personalized content feeds, push notifications, infinite scrolling, and social validation systems based on likes, comments, and shares are intentionally designed to maximize user engagement. These technological mechanisms stimulate reward pathways in the brain, encouraging repetitive usage patterns and increasing the risk of dependency. Consequently, many teenagers spend excessive amounts of time on smartphones and streaming platforms, often at the expense of academic responsibilities, physical activities, social interactions, and healthy lifestyle practices. The increasing prevalence of digital addiction among Indian adolescents has generated significant public health and legal concerns. Various studies indicate that excessive screen time is associated with reduced concentration, poor academic performance, sleep disturbances, anxiety, depression, stress, emotional instability, social isolation, and diminished physical activity. Teenagers who engage in prolonged smartphone usage often experience difficulties in maintaining attention, managing time effectively, and balancing online and offline activities. The phenomenon of binge-watching, which involves viewing multiple episodes of web series continuously without significant breaks, has emerged as a particularly concerning behavioural trend among young users. The easy accessibility of streaming content and the psychological appeal of serialized storytelling encourage prolonged viewing sessions, which may interfere with educational commitments, family relationships, and healthy sleep patterns. Furthermore, exposure to inappropriate or age-inappropriate content on digital platforms may influence attitudes, behavioural patterns, and perceptions regarding relationships, violence, consumerism, and social norms. From a legal perspective, the issue of mobile and web series addiction among teenagers raises important questions concerning child welfare, mental health protection, digital rights, platform accountability, and the responsibilities of the State. Although India does not presently have a dedicated statute specifically addressing digital addiction among minors, several constitutional provisions and legislative enactments provide indirect safeguards against harmful digital exposure. The Constitution of India guarantees fundamental rights that are relevant to the protection of children in digital environments, including the right to life and personal liberty under Article 21, the right to education under Article 21A, and various Directive Principles of State Policy that emphasize child development, public health, and welfare. Judicial interpretations of Article 21 by the Supreme Court of India have expanded the scope of the right to life to include mental health, dignity, privacy, and overall well-being, thereby creating a constitutional foundation for addressing the adverse consequences of digital addiction. The study further examines the applicability of existing legal frameworks such as the Information Technology Act, 2000, the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, the Juvenile Justice (Care and Protection of Children) Act, 2015, the Protection of Children from Sexual Offences Act, 2012, the Mental Healthcare Act, 2017, and the Digital Personal Data Protection Act, 2023. These laws collectively regulate various aspects of cyberspace, online content, child protection, mental health, and digital governance. Particular attention is given to the regulatory obligations imposed upon intermediaries and OTT platforms concerning age-based content classification, parental control mechanisms, grievance redressal systems, and responsible content dissemination. The paper critically evaluates whether existing legal provisions are sufficient to address the unique challenges posed by digital addiction and algorithm-driven engagement systems that disproportionately affect adolescents. In addition to examining domestic legal provisions, the study analyses international legal and policy frameworks relating to children's rights and digital safety. Instruments such as the United Nations Convention on the Rights of the Child (UNCRC), World Health Organization guidelines, and comparative regulatory approaches adopted by jurisdictions such as the United Kingdom, Australia, and the European Union provide valuable insights into emerging global standards concerning child protection in digital environments. The research highlights the growing international recognition of the need to safeguard children from harmful online practices while preserving the educational and developmental benefits of technology. The paper adopts a doctrinal and analytical research methodology based on secondary sources, including statutory provisions, judicial decisions, government reports, academic literature, public health studies, industry reports, and policy documents. Through a comprehensive examination of legal, social, and psychological dimensions, the study identifies the primary causes contributing to mobile and web series addiction among Indian teenagers and evaluates the effectiveness of existing regulatory mechanisms. It further explores the roles of parents, educational institutions, healthcare professionals, technology companies, and government agencies in promoting responsible digital behaviour and mitigating the risks associated with excessive screen exposure. The study concludes that mobile and web series addiction among teenagers represents a multifaceted challenge requiring a coordinated legal, educational, technological, and social response. While digital technologies provide unprecedented opportunities for learning, communication, creativity, and entertainment, their unregulated and excessive use can undermine adolescents' physical health, mental well-being, educational development, and social relationships. Existing legal frameworks provide important but fragmented protections, highlighting the need for a more comprehensive child-centric digital governance model. The paper recommends the introduction of stronger regulatory safeguards for minors, enhanced digital literacy programmes, mandatory parental control mechanisms, age-appropriate content regulation, school-based awareness initiatives, mental health support services, and greater accountability for digital platforms employing addictive design features. Ultimately, the objective should not be to restrict technological innovation but to ensure that digital technologies are used in a manner that promotes the healthy development, dignity, rights, and welfare of children and adolescents in India's rapidly evolving digital society.
