Abstract: The paper reiterates the definition of Cyberloafing and its incidence in the context of government offices through interviews, focused group discussion and review of related literature. The proponents of the paper explored ways to monitor and limit government personnel’s Cyberloafing at work in order to help the heads of agencies or management and the Human Resource (HR) personnel and/or department maintain and even increase productivity at work. The results of this research is anticipated to minimize the amount of time wasted and have a positive effect on the overall performances of the government personnel and the agencies they are affiliated with. The general research question is: How can the management and/or Human Resource (HR) personnel minimize wasted work time by monitoring and limiting the personal Internet activity of employees who use their smartphones while on the job? As a method to gather data, the proponents passed out questionnaires and interviewed management personnel, those occupying supervisory or oversight positions, and some HR personnel in selected government agencies in Davao City. The selected government agencies and the names of the respondents are kept confidential. Only their designations and length of service were disclosed for the purpose of this research. We distributed questionnaires containing open-ended questions that were used as the basis for the interviews with the respondents. Data analysis focused mainly on identifying themes and the following management themes stood out: (1) Create an Anti- Cyberloafing policy, (2) Enforce Standard Monitoring Technology and (3) Create Deterrence Strategy. This research is relevant and timely because the analysis revealed effective ways to minimize the occurrence of cyberloafing and wasting time at work; which is one of the most valuable resources of any government office. The proponents believe that the findings will lead to a positive outcome of increased productivity and responsibility among employees in the workplace as it provides the management and HR personnel with information to monitor and limit cyberloafing. Furthermore, this would help ensure that government resources are used efficiently for official matters and that the personnel would have an increased sense of responsibility and commitment to their organizations’ Internet Usage policies, whether to set one up if there is none at the moment, or to fortify and comply with if there are policies in place.
