This paper took a theoretical and empirical review of Artificial Intelligence (AI) vis-a-vis national development with a focus on China. The dawn of the 21st century has seen virtually every country embracing AI as a vehicle for national development. After a general but brief overview of the history of AI, the paper explored the contemporary global trends in Artificial Intelligence and the increasing global race for AI-based innovations. While China was late to global economy, the reforms of the early 1980s anchored by the State Led Development Model (State Capitalism) did shoot it to the top and China is at the moment, on the verge of being the number one economy in the world thanks to AI-based innovations. This top to down model has also enabled China to move with speed where most other countries' political structures won't let them. The paper zeroed in on the 2017 AIDP document which contained the country's AI strategy that was handed down by the Chinese State Council. Through this national strategy, China's AI-based innovations have accelerated, and positively impacting the country's GDP and overall national development, but the potential impact on jobs especially those of the low and medium skilled level have not been fully measured. Where jobs are disrupted, the impact on the state's internal cohesiveness will not be in doubt. Another consequence of these Chinese feat was the increasing US-China trade war as US increasingly see China as the number one threat to its global leadership on the economy.
